GENERAL STATEMENT OF DUTIES:
Under the direction of the Chief of Police, this position will supervise the activities of a law enforcement district, review and analyze the effectiveness of safety and protection programs, investigate complaints of suspected criminal activity, conduct annual performance evaluations of law enforcement staff, administer disciplinary action, prepare and administer district law enforcement budget. This position performs a variety of supervisory and administrative duties related to the assigned district law enforcement activities and staff. Creativity, initiative, enthusiasm, positive demeanor, confidentiality, and reliability are crucial to the success of this position.

SUPERVISION RECEIVED: Works under the direction of the Chief of Police. Required to work independently, exercise judgment, and make decisions.

SUPERVISION EXERCISED: This position may supervise full-time, part-time and seasonal employees as assigned.

ESSENTIAL DUTIES: The list below is intended to describe the general nature of duties only. Employees shall perform other duties as assigned.

  • Supervises the activities of a law enforcement district.
  • Reviews and analyzes the effectiveness of safety and protection programs of the park as they may relate to law enforcement responsibilities.
  • Takes necessary disciplinary action which may be recommended by law enforcement supervisory staff upon consultation and approval of the Chief of Police.
  • Conducts annual performance evaluations of law enforcement staff.
  • Patrols Huron-Clinton Metropolitan Authority property while operating a patrol car, golf cart, ATV, bicycle, pick-up truck, watercraft, or on foot in a variety of environmental conditions and over variable terrain.
  • Investigates complaints regarding suspicion of criminal activity gathering information through interviewing and obtaining statements of victims, witnesses, suspects and confidential informants.
  • Conducts searches during daylight or darkness of buildings, open or heavily wooded outdoor areas with even or uneven terrain, beaches, marshes, marinas, and golf courses.
  • Apprehends persons suspected of violating laws and ordinances, affecting arrests, forcibly if necessary, using handcuffs and other restraints.  May involve climbing over obstacles, jumping down from elevated surfaces, jumping over obstacles, ditches and streams or crawling in confined areas.
  • Renders assistance at fire or accident scenes such as lifting, carrying, or dragging people or heavy objects for distances of up to 150 yards.
  • Prepares investigative and other reports including sketches using appropriate grammar, symbols, and mathematical computations.
  • Advises the public on laws, ordinances, rules and regulations about use of park facilities and provides park visitors with information about park use and points of interest to maintain a positive public relations atmosphere.
  • Controls animal population to obtain balance of wildlife and habitat using control measures in accordance with the HCMA wildlife management plan.
NON-ESSENTIAL DUTIES:
  • Prepares, justifies and administers a law enforcement district budget.
  • Prepares and supervises the preparation of necessary reports relating to law enforcement activities and other administrative matters.
  • Performs maintenance duties including but not limited to routine patrol vehicle maintenance; snow removal; grooming bike, ski or nature trails; and other grounds or maintenance duties as skills allow.
  • Performs operational duties including but not limited to mail deliveries; motor vehicle permit sales; bank transports or escorts; radio inventory; fire extinguisher inventory; and first aid supply.
  • Performs public relations which may include school presentations.
  • Performs administrative assignments including but not limited to pre-employment background investigations.
MINIMUM QUALIFICATIONS:
  • Bachelor’s degree in related field required. Applicants with 8 or more years of related service will be given credit toward meeting the minimum educational requirements and will be considered for the position.
  • Six years of supervisory experience in law enforcement, at the rank of Police Sergeant or above. Related military command experience will be given consideration toward meeting the minimum experience requirement.
  • Certified Police Officer in the State of Michigan.
  • Experience of community policing, police practices, and laws and rules of evidence.
  • Experience showing demonstrated sensitivity for cultural diversity among employees and park visitors.
  • Knowledge of management functions, and law enforcement rules, regulations and procedures.
  • Ability to obtain and maintain MCOLES certification.
  • Ability to maintain proficiency with duty firearm in accordance with MCOLES Certification, HCMA rules and regulations.
  • Ability to establish and maintain effective and positive relationships with co-workers and the public.
  • Ability to observe situations analytically and objectively and to react with good independent judgment within legal guidelines.
  • Ability to communicate verbally and in written form to prepare necessary reports and records.
  • Ability to supervise and train employees.
  • Must maintain a valid State of Michigan motor vehicle license and an acceptable driving record.
  • Candidate has had an employment disciplinary record clear of suspension during the preceding 36 months.
  • Unsullied personal life free from crimes of moral turpitude as determined by a criminal history and background investigation.
  • Free from illicit substances other than those prescribed under a licensed physician's care.
  • Upon offer of employment, satisfactory completion of a physical examination to include drug screen and psychological examination. (External Candidates Only)
  • May be assigned to work in other parks and districts as needed and if necessary.
  • May be required to adjust schedule to meet organizational needs, including special events, evenings, weekends & holidays.
  • Ability to perform all the essential job functions and typical physical demands unassisted and without delay.

TOOLS & EQUIPMENT USED: Personal computer including data base, scheduling, spreadsheet and word processing software; calculator, copy & fax machines, weapons and other police related equipment, phone, radios, patrol vehicle, all-terrain vehicles, golf cart, motorcycle, motor scooter, bicycle, pick-up truck, watercraft and/or snowmobile.
